从扶持的对象不同,科技创业政策可以分为鼓励和促进科技人员创业、扶持科技创业项目、支持科技创业企业发展等政策。创业是指创业者充分利用拥有的技术、资金、信息等资源,努力创造出更大的经济或社会价值的过程。科技创业则是指创业者以所拥有的技术资源创造出更大的经济或社会价值的过程。科技创业是一项技术性活动,而且是以推动技术转移、技术价值实现、提供创新产品或创新服务为基本特征
Different from the object of support, S & T policies can be divided into policies to encourage and promote S & T personnel to start their own businesses, support S & T projects and support the development of S & T start-ups.
