在治理整顿期间,笔者认为,改革的思路应是以宏观体制改革为中心环节,推进整个改革。前一个10年的我国改革已经过去。下一个10年的改革可分三个阶段进行: 第一阶段,即改革与治理整顿并行的阶段,其特点是在经济调整的前提下推进改革。突破口是改革旧的宏观体制,逐步建立计划经济与市场调节相结合的经济运行机制,并以此为主线,辅之以其他必要的改革内容。主要是巩固和完善
