中国国家石油公司正从传统的国家石油公司(NOC)向国际石油公司(IOC)进行蜕变,原本那条清晰的边界正在变得模糊起来。2013年已近年关,业界原本期待的中石油“走出去”20周年的盛大庆典始终没有召开,几乎所有人都能想得到其中的原由——“蒋氏窝案”。这一案件不仅让中石油内部一些人依然噤若寒蝉,甚至让一些行业人士预测,未来一段时间内,中国石油行业将进入震荡期。无论“窝案”效应怎么震动石油行业,都不应该抹煞中石油和其他石油企业“走出去”战略实施20年来的成绩。如果没有中石油率先走出去,就不会对国企(特别是央企)产生出巨大示范效应,或许今天也无法提出有实践支撑的国资改革方向。
CNOOC is morphing from the traditional NOC to the International Oil Company (IOC), and the original clear border is becoming blurred. In 2013, the grand celebration of the 20th anniversary of PetroChina’s “going out” originally expected by the industry has never been held. Almost everyone can find the reason for it - “Chiang’s Woo Case.” This case not only allows some people inside PetroChina still lukewarm, and even allow some industry figures predict that the next period of time, the Chinese oil industry will enter a shock period. No matter how the oil industry shocks the oil industry, we should not deny the accomplishments of the “Going Global” strategy implemented by PetroChina and other oil companies over the past 20 years. Without CNPC taking the lead in going out, it will not have a huge demonstration effect on state-owned enterprises (especially the central enterprises), and it may not be possible today to put forward a practical direction for the reform of state-owned assets.
