1998年,我国实行住房分配货币化改革,自此房地产业进入迅猛的市场化发展阶段。2008年末,在全球金融危机背景下,中央和地方又密集出台多项房地产市场调控政策,并已对市场产生一定影响。但通过对1998年以来北京市房地产市场景气周期分析可看出:本市房地产市场供需结构及其影响因素现已发生改变,政策调控对房地产市场的影响效果也发生变化,在本轮宏观调控的大背景下,本市应相机抉择,调整房地产市场调控取向。
