以不同于政府机构职能、具有企业性质的国有控股公司承担国有资本的运作管理是我国经济体制改革进程中的一个重要阶段,它标志着我国企业改革已进入建立和完善现代企业制度的新阶段。国外许多国家采用控股公司的方式进行资产管理,已经取得了一些成功的经验。相比之下,我国国有控股公司的运行机制尚处于完善之中。本文从理论研究的角度,结合深圳经济特区国有控股公司运作的一些实践,谈谈我们对这些问题的看法。
It is an important stage in the reform process of China’s economic system to undertake the operation and management of state-owned capital with state-owned holding companies that are different from the functions of government agencies and with corporate nature. It indicates that China’s enterprise reform has entered a new stage of establishing and improving a modern enterprise system. Many foreign countries adopt asset management methods of holding companies and have obtained some successful experiences. In contrast, the operating mechanism of state-owned holding companies in China is still in perfect condition. This article discusses our views on these issues from the perspective of theoretical research and with some practices of the operation of state-owned holding companies in the Shenzhen Special Economic Zone.
