财税部门是党和政府履行职能的可靠物质基础、体制保障、政策工具和监管手段,是改善国计民生、提供公共产品和服务的有效财力保障,也是调控经济、调节分配的重要手段。必须从讲政治的高度,充分认识财税部门加强反腐倡廉建设的极端重要性和现实紧迫性,要紧密结合自身实际,研究把握特点规律,尤其要突出强调健全机制,惩防并举,切实完善加强反腐倡廉建设的制度体系。
