中华人民共和国交通部标准 JT4177 88《长江运输船舶操纵性衡准》(以下简称《衡准》),是我国第一个关下内河船舶操纵性标准。宣传、贯彻实施这一标准,对内河船舶的安全航行有着积极的作用。一、操纵性与船舶安全航行关系密切随着我国经济的对外开放,长江水上运输事业得到迅速发展,近些年来,船舶数量增加,船舶和船队尺度日益增大。
