权力,必须与掌握权力所需的能力(包括道德素养)相匹配;权力过大,能力不足,必生乱子。掌握权力所需的能力,是以科学为基础的,就是说,权力与能力的匹配,应以权力与科学的结合为基础。过去,中国人民吃尽了权力与科学分离的苦头!与科学分离的权力,往往与无知,专断、贪欲等等结合起来,形成官僚、宫邪、官倒……于是,科学遭压抑,教育遭贬低,为科技和教育奔走呼号的仁人志士遭“白眼”。马克思说:“几何公理触犯了人们的利益,也会遭到反对”。可见,对于权力者来说,要在科学与私利的冲突中选择科学,亦非易事。在历史上,千千万万革命志士为了革命而不惜牺牲个人利益甚至生命,才赢来了中国共产党领导下的中国人民革命的胜利;今天,决不可想象,如果不横扫那种为了私欲而不
