被告人:何德绪,男,48岁,原系四川省重庆家具一厂工人。1986年7月9日被逮捕。 被告人何德绪于1982年在为重庆家具一厂推销影剧院椅工作中,因索贿,贪污647元,工厂给予记大过、扣发奖金和退赔赃款的处分。何德绪对此极为不满,认为是厂党总支书记叶祖碧整他,遂产生报复恶念。1983年1月至1984年3月,何德绪先后向四川省、重庆市领导机关和政法部门写信22封,捏造叶祖碧单独或伙同他人贪污、盗窃国家和集体财产、收受贿赂
