社区(区域)警务建设是公安工作改革的一项重大举措,是提升警务工作运行质量的有效途径。在深化和完善社区(区域)警务建设战略中,必须从转变民警思想观念入手,有目的、有步骤、有针对性地开展增强地位意识、创新意识、责任意识、服务意识等系列性教育,促使民警在潜移默化中接受社区(区域)警务的新理念;以建立立体动态防控机制为突破口,以创安为抓手,构筑起以物防、技防与人防相结合的多层面、全方位的社区(区域)防范格局,努力实现社区(区域)安全防范专业化、群众化、社会化;以落实群防群治为切入口,最大限度地挖掘社区(区域)人力资源,充分调动社区(区域)公众共同参与社区(区域)治安管理,着力构筑严密的群防群治网络体系。
The construction of community (regional) policing is a major measure for the reform of public security work and an effective way to enhance the quality of policing work. In deepening and improving the community (regional) policing construction strategy, we must start from changing the concept of police ideology and carry out a series of education with the aim of enhancing status awareness, innovation awareness, responsibility awareness and service awareness in a targeted, step-by-step and targeted manner. Promote police to subtly accept community (regional) policing of the new concept; to establish a three-dimensional dynamic prevention and control mechanism as a breakthrough to create security as the starting point to build a multi-level combination of physical defense, anti-technology and civil defense (Regional) security guards and strive to achieve specialization, massification and socialization of community (regional) security and prevention; take the prevention and control of the masses as the starting point, maximize the human resources of the community (region) and fully mobilize the community (Region) public participation in community (regional) public security management, efforts to build a close network of prevention and treatment of mass network system.
