近日,笔者外出走访听某单位负责人讲,某地为了把招考录甩的数十名国家公务员定岗到位,给大部分行政机关的“一把手”都配备了“助理”。闻此消息工颇多感慨。近年来,各地各级政府部门都在推行机构改革,但这个问题对一些地方的触动并不大,有些地方借口对新干部的提拔作“实战演练”,不严格按照规定配备干部,擅自超额配备部门领导干部,广设各种名目的“助理”.有的甚至给机关内设机构领导干部也配备了“助理”。其弊端之大、之多、之深,应引起高度重视。
