从目前国内外形势变化看,我国需要坚定不移地依法治国,依法执政。为什么呢?前不久,针对经济社会发展可能出现的风险,应用德尔斐法做了一次专家评估。发现在12类风险中,生态环境风险分值最高,是目前公众最关注的问题;位居第二是产能过剩风险,之后依次是金融风险、房地产泡沫、地方债务违约等。防范这些风险,化解经济社会发展中出现的新旧矛盾问题,更多地需要依靠法律、法规。
Judging from the current changes in the situation both at home and abroad, our country needs to rule the country by law and govern by law. Why? Not long ago, in view of the possible risks of economic and social development, Delphi method was used to make an expert assessment. It is found that among the 12 categories of risk, the highest score of ecological environment risk is the most concerned issue of the public at present; the second is the overcapacity risk followed by financial risk, real estate bubble and local debt default. To guard against these risks and resolve the contradictions between the old and the new emerging in economic and social development, we must rely more on laws and regulations.
