改革开放以来,我国的社会生产力与人民生活水平、收入水平都有了很大提高,但城乡之间、地区之间、行业之间的收入差距不断扩大,导致居民个人收入差距呈进一步扩大趋势。新的历史条件下,改革收入分配制度,规范收入分配秩序,构建科学合理、公平公正的社会收入分配体系,是落实科学发展观的重大举措,对全面建设小康社会和社会主义现代化建设,对于确保经济社会发展成果惠及全体人民,具有极为重大的意义。
