陈作霖,字雨生,号伯雨,晚号可园、可园老人。江苏江宁人。生于清道光十七年(1837午),卒于民国九年(1920年),享年84岁。清光绪元年(1875年)三十九岁时成举人,未求仕进,即以授读、校书、修志、著书为业。陈氏博涉多通而著述宏富,一生著书数十种,其曾孙陈鸣钟(已故中国第二历史档案馆研究员)为撰《可园老人著述目录》具载所著书目录。陈作霖是近代从事地方文献纂辑与研究而卓有贡献的学者。
