从运输货类的角度出发,以“在保证道路正常运行的基础上,调节各货类费率,体现社会公平”为原则,追求出行者与经营者的双赢局面。文章采用聚类分析的方法将货类进行聚类,得到了费率调整系数,对双方的博弈情况进行探讨,提出了可接受费率值概念及其确定方法。建立了基于货类的高速公路基准费率调整模型。通过计算实例,得到了费率调整前后各货类费率值及区域路网各项特征值的变化情况。最后,从货运车辆经营者效益、高速公路经营者收益、区域路网各项特征值等方面对费率调整进行了评价。
From the perspective of the transportation of goods, the “win-win situation of travelers and operators” is pursued on the principle of “adjusting the rates of various types of goods on the basis of ensuring the normal operation of the road and embodying social fairness.” The article uses the method of cluster analysis to classify the goods, obtains the rate adjustment coefficient, discusses the game between the two parties, and puts forward the concept of acceptable rate and its determination method. A freight rate-based highway benchmarking rate adjustment model was established. By calculating examples, the rates of freight rates and the changes of the eigenvalues of the road network before and after the rate adjustment are obtained. Finally, the rate adjustment is evaluated from the benefit of the freight vehicle operator, the revenue of the highway operator and the characteristic values of the regional road network.
