当前,生态环境质量问题已成为全面建成小康社会的突出短板,突出短板问题的解决取决于“关键少数”是否真的认真落实国家的环保法律法规和决策部署。环保督查的目的就是督促地方党委和政府认真履职,环境保护部是较早采用“督查”这种工作方式的部门之一。本文从环保督查的发展历程和工作实践出发,重点分析了督查工作的难点,并提出了找准工作定位、紧扣工作核心、完善工作机制、重组工作流程的督查工作展望。
At present, the issue of ecological environment quality has become a prominent short board for building a moderately prosperous society in all respects. The solution to the problem of short board depends on whether the “key minority” really earnestly implements the state’s environmental laws and regulations and decision-making arrangements. The purpose of environmental supervision is to urge local party committees and governments to perform their duties conscientiously, and the MEP is one of the departments that earlier adopted the mode of “supervision and inspection.” Based on the development history and work practice of environmental supervision, this paper analyzes the difficulties of supervision work and puts forward the prospect of supervision work to identify the work orientation, close the work core, improve the working mechanism and reorganize the work flow.
