就公社的民主,本文跳出“三制”从新角度探索:公社政权本身就是一种更高的民主,它较之资产阶级民主主体的“三权分立”对社会主义更有借鉴意义;公社实行集体领导和个人负责制,民主选举和任命制相结合的民主集中制原则;公社依靠群众组织,吸取群众智慧、群众参加政权管理等有独到之处;纵观公社的民主制度,公职人员保持公仆本色、群众参政意识等方面一代风范。
