国防部办公厅在八月六日召开的全军保密、档案工作会议已於十四日完满结束。参加这次会议的有各军区、总部、各部、各军种、兵种办公室主任,各学院保密处长和保密、档案工作专业干部,国家档案局张中副局长也到会指导。会上主要讨论了“中国人民解放军保守国家军事机密暂行条例”修改草案,“中国人民解放军秘密文件保密工作细则”修改草案和“中国人民解放军各机关档案工作暂行办法”草案,“中国人民解放军收集和整理历史档案的规定”草案四个文件,研究了今后保密、档案工作中的各项问题。在会议上,国防部办公厅肖向荣主任,就保密工作,档案工作,以及文书处
