资深党建专家、中央党校教授叶笃初已在过去的几个月内作了数十场党章辅导报告并在多处进行调研活动。他在接受记者采访时对这一具有深远政治含义的活动进行了更清晰的解读,认为这是执政党着手以党章为核心的党内法规制度体系建设的主动行动。叶笃初还判断道：在全党强调学习贯彻党章,加上在全社会倡导树立社会主义荣辱观,两者将为构建和谐社会创造重要的前提和保证。且此举在很大程度上反映出党中央今年下半年的工作方向。而就当前各级机关开展的学习高潮,叶笃初认为,“学习贯彻”的提法,重心在“贯彻”,即做到“真懂”、“真用”。因为较之一般学习讨论,中央更关注的是怎样把党章的各项规定和要求真正落到实处。

However, at the current climax of learning at all levels of government, Ye Tuk-chu believes that the formulation of “study and implementation” focuses on “implementing”, that is, “understanding” and “being practical.” Since the study and discussion is more general than the general discussion, the central authorities are more concerned with how to truly implement the provisions and requirements of the party constitution.
