就业是民生之本,而就业问题是一个世界性的难题。为解决就业这个难题,建国60年以来,我国先后经历了上山下乡、三结合方针、减员增效、两个确保、三条保障线、再就业工程、统筹城乡就业、全民创业等具有时代特色的就业时期,我国就业制度的改革发展始终与经济体制改革同步进行、相辅相成,政府促进就业的工作责任逐步强化,就业再就业总量逐年增长,一个更加公平、更加充分、更加和谐的就业时代已经来临,伴随着《城市职工特困证》、《国有企业下岗职工证》、《再就业优惠证》和《就失业登记证》的交替变更,见证了新中国的就业历程。
