——為統一行政區划變更權限由——为统一行政區劃變動權限,特規定如下辦法: 一、县或市或相當於縣之旗以上行政單位之增设裁减,改换名稱和界線之變更,均須呈中央人民政府批准施行。二、呈请增減联以上行政單位時,必須说明變動理由,並附呈變動地區详圖和人口、土地等基本數字。三、区划變動后,須將辦理情形向原批准机关報请备案。四、《大行政区及中央直属省、市每半年向本部彙報一次區劃、人口、土地等基本數字。
