随着国际经贸中心逐步向环太平洋转移以及以中国、日本、韩国、俄罗斯东部濒海地区为核心的东北亚新经济格局的出现,处于进一步对外开放、对内搞活的中国北方沿海地区——如大连、天津、青岛、烟台、连云港、珲春等城市,正在积极探索并筹划自由港设置的问题。毫无疑问,自由港作为当今世界上开放程度最高的一种经济模式,理应在中国北方沿海地区及其广大的经济腹地中发挥其独到的作用,这非但是加快中国向社会主义市场经济过渡并与国际接轨的迫切需要,而且也是落实邓小平同志关于在内地“再造几个香港”,“一下子把开放的旗帜打出去”战略部署的重要组成部分。 从作者所见有关探讨自由港设置的部分研究文章来看,大多数意见是稳妥周到的,但是也有一些失之偏颇。其中较为突出的,是对经济腹地的性质缺乏现实和具体的研究,以致对中国北方沿海未来可能设置的自由港的模式与功能,作出了某种欠妥的评估。
With the emergence of a new economic structure in Northeast Asia that is gradually shifting from the international economic and trade center to the Pacific Rim and focusing on the littoral regions of China, Japan, South Korea and the eastern Russian coast, the northern coastal areas in north China, which have been opening up to the outside world and invigorating the domestic economy, Dalian, Tianjin, Qingdao, Yantai, Lianyungang, Hunchun and other cities are actively exploring and planning the issue of setting up free ports. Undoubtedly, as an economic model with the highest degree of openness in the world, Freeport should play its unique role in the coastal areas of northern China and its vast economic hinterland, not only to speed up the transition of China to the socialist market economy and to The urgent need of international standards and the implementation of Comrade Deng Xiaoping’s important part about the strategic plan of “rebuilding several Hong Kong” and “invading the banner of opening up at once” in the Mainland. In the light of some of the research articles that authors have seen on the setting up of a free port, most of the comments are sound and thoughtful, but some are also biased. What is more prominent is the lack of realistic and concrete studies on the nature of the economic hinterland, so as to make some improper assessment of the mode and function of a free port that may be set up in the coastal areas of northern China.
