离岸经济由于低税率、不透明及进出自由的特点成为俄罗斯转型时期资本流动中比较突出的一个经济现象,对俄罗斯经济造成一定的影响。从1990年到2002年期间平均每天有1亿美金非法流出俄罗斯,加上苏联后期出逃的大约1000亿美金,十多年间近5000亿美金流出俄罗斯。离岸经济、资金外逃加剧了俄罗斯危机时期的动荡局势,造成俄罗斯经济严重“失血”。俄罗斯政府开始采取一系列措施打击离岸经济。
Due to its low tax rate, opaqueness and freedom of entering and leaving, the offshore economy has become a prominent economic phenomenon in the capital flow during the transition period in Russia, and has exerted a certain influence on the Russian economy. From 1990 to 2002, on average, 100 million U.S. dollars illegally flowed out of Russia each day, plus about 100 billion U.S. dollars fleeing the latter Soviet Union. Nearly 500 billion U.S. dollars went out of Russia in more than a decade. Offshore economy and capital flight have exacerbated the turmoil in the crisis in Russia and have caused “serious blood loss” to Russia’s economy. The Russian government began to take a series of measures to combat the offshore economy.
