GB/T1.1—1993《标准化工作导则第1单元标准的起草与表述规则第1部分标准编写的基本规定》国家标准已于1994年批准发布,并于1995年1月1日起实施。为做好该国家标准的宣贯工作,国家技术监督局以技监标函(1994)018号文“关于宣贯GB/T1.1—1993新国家标准的通知”布署了GB/T1.1—1993的宣贯工作。按照技监标函(1994)018号文的精神和要求,船舶总公司综合技术经济研究院于1994年8月10～8月15日在京举办了船舶总公司系统第一期GB/T1.1—1993宣贯学习班。
