作为政府绩效评估之魂,价值取向对于政府绩效评估起着重要的引导作用。经济发展新常态阶段有别于经济高速发展时期,政府的工作职能、角色定位等都有了较大转变,绩效评估也面临许多新挑战。在此背景下绩效评估的价值取向更应该结合政府工作的转变和实际的社会情况加以改变,使得政府能够积极适应和引领经济发展新常态。本文着重分析了当前经济新常态下政府绩效评估所面临的新挑战以及绩效评估新价值取向的具体表现和确立这些价值取向的路径。
As the soul of government performance appraisal, value orientation plays an important guiding role in government performance appraisal. The new normal phase of economic development is different from the period of rapid economic growth. The government’s job functions and role orientation have all changed greatly. Performance evaluation faces many new challenges. In this context, the value orientation of performance evaluation should be changed in light of the change of government work and the actual social conditions so that the government can actively adapt to and lead the new normal of economic development. This article focuses on the analysis of the new challenges faced by the government performance evaluation under the new normal economic conditions and the concrete performance of the new value orientation of performance evaluation and the path of establishing these values.
