毛泽东同志曾经讲过一段意味深长的话:“我们队伍里边有一种恐慌,不是经济恐慌,也不是政治恐慌,而是本领恐慌。过去学的本领只有一点点,今天用一些,明天用一些,渐渐告罄了……学习本领,这是我们许多干部所迫切需要的”。虽然时间已经过去了半个多世纪,但是今天重温这段讲话,仍然倍感亲切。 毛泽东同志当年所说的“本领恐慌”,目前在许多党政干部身上也程度不同地存在着,只是随着时代的变迁和形势的发展,其具体内容和表现方式有所不同而已。在即将全方位展开的机构改革中,有半数左右的干部要离开党政机关,井通过多种渠道走向新的工作岗位。同时,随着干部人事制度改革的逐步深化,岗位竞争也日趋激烈,优胜劣汰的规律将得到更为充分的体现。在此背景下,没有一点本领上的恐慌是不可能、
