应本报编辑部的邀请,厂长兼党委书记秦汉章同志与本报记者在“七一”之前就我厂若干事情进行了一次对话。问:作为承包厂长兼党委书记,您是怎样处理记委与行政之间关系的? 答:本厂是国营企业,《厂长工作条例》、《党委工作条例》、《职代会工作条例》是办好企业的根本制度。厂长是经营者,是法人代表,但作为一名党员,厂长要向党委报告工作,征求意见,自觉地接受党委的监督和帮助。在具体工作中我是这样做的:凡属行政重大决定,先召开厂长办公会议,形成意见,征求党委意见,通过修改完善,最后由厂长决定。凡属重大问题而涉及到党委、行政共同决定和完成的,则采取召开党政联席会议共同商定。实践证明:多通气,多商洽,在和衷共济的基础上,这种方法是有效的。
At the invitation of the editorial department of our newspaper, Comrade Qin Hanzhang, director of the factory secretary and party secretary, conducted a dialogue with our reporter on a number of matters concerning our factory before the “1 July”. Q: How do you handle the relationship between the editorial board and the executive as contracting director and secretary of the party committee? A: The factory is a state-owned enterprise. The Regulations on the Work of Factory Directors, the Working Regulations of the Party Committee, the Working Regulations of the Workers’ Congress "Is the fundamental system of running a business. The director is the manager, is the legal representative, but as a party member, director of the party committee to report work, seek advice, consciously accept the supervision and help of the party committee. In concrete work, I did the following: All major administrative decisions, first held a meeting of the director of the factory to form an opinion, seek the views of party committees, through the amendment to improve, and finally decided by the director. Where a major issue involves the decision and completion of the party committees and administrative departments jointly, the joint meeting of the party and the government shall be adopted. Practice has proved that: more ventilation, more negotiation, on the basis of total harmony, this method is effective.
