2008年春节,我国南方地区遭遇几十年来最严重的冰雪灾害,这场旷日持久的气候突发灾难,使我国不少地区输电线路遭破坏,大范围停电又造成不少地区面临通信中断的严峻考验。在雪灾过后,有业内专家认为,面对突发的大范围自然灾害,通信部门应该有更完备的应急预案。通信顺畅是保证抗灾信息传达到位、抗灾取得成功的前提。那么,如何建立一个应对突发灾害的长效机制?如何以通信手段减少灾害损失?对此,中国卫通公共安全信息系统部副总经理宋平认为,建立长效机制应对类似灾害,要抓住三个关键点。
