3月3日傍晚,当记者见到来自福建的全国人大代表戴仲川时,经过长途跋涉、尚未卸去旅途疲惫的他已经进入了工作状态。除参加福建团的例行会议外,修改议案、建议文稿让他忙得不亦乐乎。身为法学教育工作者的戴代表,总是希望自己领衔提出的议案、建议能够更加准确、成熟。作为一位已经履职多年的老代表,他早已习惯了这样的“两会”节奏。在过去的8年间,他每年都会向全国人代会提交议案和建议,尽管内容不尽相同,但关注民生大事的取向没有变,一丝不苟、深思熟虑地撰写议案、建议文稿的态度没有变,字里行间尽显“真功夫”。戴仲川是华侨大学法学院副院长、副教授,长期从事国际经济法方面的教学和研究工作。自2003年当选全国人大代表以来,他结合自身的工作实际,或是通过参加代表集中视察、调研,或是以泉州民主党派负责人的身份,利用业余时间走访社区、深入工厂,将自己的所思所想与百姓的心声、呼声紧密地结合在一起,形成了一份份沉甸甸的议案和建议。
