科技创新是政府、产业部门、企业及学术界都非常关心的热点问题,如何计量其绩效很值得研究。传统的生产函数法把科技创新视为脱离资本和劳动力以外的一个独立因素,把资本和劳动力两个生产要素看作只有数量增加,忽视它们由于科技创新所引起的质的变化,这些都不符合实际情况和科技创新的特点。提出的C-D生产函数应用的改进方法,可以反映科技创新通过资本和劳动力的贡献,这对生产函数的应用是一种改进。
Scientific and technological innovation is a hot issue that is very much concerned by the government, industrial departments, enterprises and academia. It is worth studying how to measure its performance. The traditional method of production function treats science and technology innovation as an independent factor from capital and labor force. It considers the two factors of capital and labor as the only increase in quantity and neglects their qualitative changes caused by technological innovation, The actual situation and the characteristics of scientific and technological innovation. The improved method of application of C-D production function can reflect the contribution of S & T innovation through capital and labor, which is an improvement on the application of production function.
