背景:豫让桥地处邢台市和邢台县的城乡结合部,地理位置十分优越。1998年1月,为了加强对豫让桥的管理,使其成为全县乃至邢台市经济发展的龙头,邢台县委县政府报请上级批准,设立豫让桥办事处。该办事处下辖5个行政村,要说经济条件,这5个村都是相对比较好的村;但要论村风民风,特别是班子的战斗堡垒作用,可就不敢恭维了。由于种种原因,大多数村的工作陷于瘫痪状态。有的村连续多年不开党员会、群众会,党组织形同虚设;有的村于群关系不和谐,积怨甚
