以“两型”社会为主题的武汉城市圈建设是实现该区域协调发展的战略选择,赋予了该区域通过体制创新实现科学发展的重任.政府采购是公共财政管理体系中的重要内容.它具有典型的公共性特征和巨大的市场影响力.要发挥其政策功能和行为导向的作用来促进“两型”社会建设,就必须进行体制机制创新,达到政府资源和社会资源的最佳配置.结合武汉城市圈政府采购市场分割、平台分隔、效率不高的现状.笔者提出建立区域性的政府联合采购,就“两型社会”建设背景下如何构建政府联合采购运作机制提供一些初步的建议.“,”The construction of Wuhan city circle “ two-type” is the core issue of social reform their systems to address the construction of “two types of ” social barriers to the institutional mechanisms to achieve the optimization and integration of regional resources and sharing.Megalopolis joint procurement of government is not just a consolidation of local government procurement resources within the region,strengthening regional cooperation among members and the joint development of a new model.But also through the role of the government procurement policy function to promote the “two-oriented society” building.The article discusses the establishment of regional government in a joint procurement system,the necessity and significance of the same time,on the “two-oriented society,” the building of the context of how to build a joint purchasing operation mechanism of the government to provide some preliminary recommendations.
