当前,无论就国内范围来说,还是就国际范围来说,都存在着一种科技经济社会发展水平高低不等错综复杂的梯度现象。在梯度环境中,人们提出了各种各样的战略规划思路。但是,多种思路有一个惊人的相似之处,就是几乎都没有看到梯度的积极作用,即只看到梯度,没有注意到落差,更没有注意到梯度间所形成的落差的积极作用。梯度是运动和发展的动力,是机会的源泉。梯度越多,落差越大,它所形成的战略空间就越宽广,经营环境就越丰富,能提供的选择机会就越多,推动经济发展的“势能”也就越大。
At present, there is a graded gradient ranging from high and low in the economic, social and technological levels of science and technology, both in the domestic sphere and in the international sphere. In a gradient environment, people have come up with a variety of strategic planning ideas. However, there is an astonishing similarity between the various ideas. Almost all of them fail to see the positive effect of gradient, that is, they see only the gradient, fail to notice the drop, and fail to notice the positive effect of the gap created by the gradient. Gradient is the driving force for movement and development, is the source of opportunity. The more the gradient and the larger the gap, the broader the strategic space it will be formed and the more prosperous the business environment. The more opportunities it has to choose from and the greater its “potential energy” to promote economic development.
