《村委会组织法》颁布试行后,方方面面一直在在不同认识。乡级政府与村民委员会,由领导关系改为指导关系,行不行?现阶段实行村民自治,由村民自我管理,自我教育,自我服务,行不行?村民委员会,由村民直接选举产生,不再由乡政府直接任命,行不行?诸如此类的问题,各说各的理,莫衷一是。这些问题事关重大,认识统一不起来,法律就不可能很好地贯彻实施。河南省的三位作者对《村委会组织法》试点工作研究得比较早,他们对试验面比较大的驻马店地区进行了重点调查,并对上述疑虑作出了初步回答。

They made a key investigation into the larger Zhumadian area and made a preliminary reply to the above concerns.
