社会矛盾的源头在基层,只有发挥好基层组织作用,使矛盾纠纷就地解决,才能切断社会矛盾源头,和谐社会才能变成现实。但实践中,由于某些基层组织薄弱,人员素质参差不齐,社会矛盾不能很好地化解,以至于酿成上访事件。本文认为应加强基层组织的战斗力,提高矛盾纠纷化解能力和责任心,才能切断社会矛盾源头。
At the grassroots level, the source of social conflicts can only be achieved if the grassroots organizations play their role in resolving contradictions and disputes and cutting off the sources of social conflicts so that a harmonious society can become a reality. However, in practice, due to the weak grass-roots organizations and the uneven quality of personnel, social contradictions can not be properly resolved, resulting in petitions. This paper argues that we should cut off the source of social conflicts by strengthening the combat effectiveness of grass-roots organizations and improving the ability to resolve contradictions and disputes.
