随着WTO将调整范围扩大到知识产权保护、投资等新领域 ,许多发达国家希望将劳工、环保、竞争政策等其他一些“与贸易有关的问题”纳入WTO调整范围 ,由此引发了WTO调整范围究竟应当控制在什么范围的争议。从WTO本身的性质和目前的实际情况来看 ,该组织并不适合解决所有的经济和社会问题 ,而应当集中力量处理贸易问题 ,确保多边贸易体制的有效运行 ,但也可以同时对某些“与贸易有关的问题”进行研讨 ,与其他国际组织合作以寻求解决全球性社会和经济问题的最佳方法和途径
With the expansion of the WTO’s scope of adjustment to new areas such as intellectual property protection and investment, many developed countries hope to include other “trade-related issues” such as labor, environmental protection and competition policy in the scope of WTO adjustment, thus triggering the WTO adjustment What should be controlled in what area of controversy.
