依法行政是实现依法治国方略的关键,行政执法则是推进依法行政的主要环节,目前我国在行政执法中存在不少问题,根本原因在于对行政执法活动缺乏有效的监督。因此,我们必须大力加强对行政执法活动监督的立法,健全监督机制,完善监督程序,明确监督主体的权责;特别注意要调动一切监督力量,加强协调,发挥整体效应,促进依法行政。
Administration by law is the key to realizing the strategy of governing the country according to law. Administrative law enforcement is the main link in promoting administration according to law. At present, there are many problems in administrative law enforcement in our country. The fundamental reason lies in the lack of effective supervision over administrative law enforcement activities. Therefore, we must vigorously step up the legislation on the supervision of administrative law enforcement activities, improve the supervision mechanism, improve the supervision procedures and clearly define the power and responsibility of the main body of supervision. We must pay special attention to mobilizing all supervision powers, strengthening coordination, giving play to the overall effect and promoting administration according to law.
