本文从四川省财政科技投入的总量、结构、科技三项费用及R&D投入情况入手 ,分析了四川省财政科技投入的现状及存在的问题 ,就四川省财政科技投入体系的建立与完善提出了对策建议 :( 1)持续稳定增加科技投入总量 ,建立全社会广泛参与的多元化、多渠道、多形式的高效的科技投入体系 ;( 2 )健全管理机制 ,优化科技资源配置 ,促进科技成果转化 ;( 3 )加大科普投入 ,大力发展科技中介机构 ,建立和完善社会化服务体系 ;( 4 )推行科研体制改革 ,完善人事、社保等配套政策 ;( 5 )实施人才、专利、技术标准三大战略。
This article starts with the total amount, structure, three expenses of science and technology and the investment in R & D in Sichuan Province, analyzes the current situation and existing problems of Sichuan’s investment in science and technology, and puts forward the establishment and improvement of the investment system of science and technology in Sichuan Province Countermeasures: (1) To continuously and steadily increase the total investment in science and technology and establish a diversified, multi-channel and multi-modal efficient input system for science and technology that involves the whole society; (2) To improve the management mechanism, optimize the allocation of science and technology resources, and promote scientific and technological achievements (3) increase investment in science popularization, vigorously develop science and technology intermediary institutions and establish and perfect a socialized service system; (4) promote the reform of scientific research system and improve supporting policies such as personnel and social security; (5) implement personnel, patents and technical standards Three strategies.
