Article 50 of the “Regulations on the Administration of Hazardous Chemicals” of Relevant Laws and Regulations states that when transporting toxic chemicals by road, the shipper shall apply for a pass for road transport of highly-toxic chemicals to the public security organ at the county level at the place of shipping or the destination. To apply for a road transport permit for highly toxic chemicals, the shipper shall submit the following materials to the county-level public security organ: (1) A description of the types and quantities of highly toxic chemicals to be transported; (2) The place of origin, destination, transit time And the description of the transportation route; (3) The carrier obtains the road transport permission of the dangerous goods and the transport vehicle
