面对全球气候变暖、能源危机日益严峻、快速城市化过程中凸显的城市脆弱性等问题,发展低碳城市已成为世界各国的共同追求,很多国际大都市都以建设发展低碳城市为荣。我国正处于快速城市化过程中,一方面城市中能源消耗急剧增加,另一方面同样也面临着严峻的环境问题,因此把低碳目标纳入城市建设中,进行低碳建设尤为迫切。继2008年初,中国国家建设部与世界自然基金会(WWF)在中国内地以上海和保定两市为试点联合推出“低碳城市”以后,2010年国家发改委又增加了“五省八市”13个低碳试点地区,分别是:陕西省、广东省、辽宁省、湖北省、云南省、天津市、重庆市以及深圳市、厦门市、南昌市、贵阳市、保定
In the face of global warming, increasingly severe energy crisis, and urban vulnerability highlighted in the process of rapid urbanization, the development of low-carbon cities has become a common pursuit of all countries in the world.
