党的十四届四中全会以来,通过三年农村基层组织集中整顿,农村软弱涣散和瘫痪半瘫痪党支部得到治理转化,农村基层组织的整体素质和战斗力得到了增强。如何实现农村基层组织建设由集中抓向经常抓转变,巩固提高整顿成果,在当前应该着重抓好三个关键环节。
