湖北省浠水县预算外资金“收缴分离、罚缴分离”管理办法自1998年10月在县政法等系统推行以来,严格按照了“统一管理,捆帮使用,一个流向”的操作规程,有效地规范了收支两条线。截至2000年底,该县设立收缴、罚款分离银行缴款站点53家,实行收支两条线管理单位309家,占全县执收执罚单位的98%,2000年实现预算外资金专户储存14048万元,其中罚没收入1020万元,比上年分别增长18.7%和16.5%。
