本文针对近二十年我国现行的医疗体制,重在从客观的生产力角度、医疗行政体制角度和医疗体制自身角度全面分析了造成当前我国医疗体制改革失败的症结。从客观的生产力角度来看,我国的生产力状况影响政府对卫生事业的投入,同时也影响了医疗卫生事业的公平性;从医疗行政体制角度来看,政府在医疗体制改革中责任淡化、医院产权制度不明晰、医疗保险覆盖率低以及监管制度不健全;从医疗体制自身角度来看,医疗保障制度自身的缺陷影响了医疗体制的发展、医疗服务提供体系存在的缺陷制约医疗体制的发展。这些因素均成为导致我国当前医疗体制改革失败的症结。
In this paper, in view of the current medical system in China in the past two decades, the key to the failure of the reform of the current medical system in China has been comprehensively analyzed from the perspective of objective productivity, the medical administrative system, and the medical system itself. From the perspective of objective productivity, China’s productivity affects the government’s investment in health care, and it also affects the fairness of the medical and health services. From the perspective of the medical administrative system, the government’s responsibility in the reform of the medical system is diluted and hospital property rights are diluted. The system is not clear, medical insurance coverage is low, and the regulatory system is not perfect. From the point of view of the medical system itself, the defects of the medical security system affect the development of the medical system and the defects in the medical service delivery system that constrain the development of the medical system. All these factors have become the crux of the failure of China’s current reform of the medical system.
