发展中小企业,在“十二五”规划中,通过兴办中小企业,促进边境地区发展。突出扶持发展中小企业,有助于边境地区经济的可持续发展。加快中小企业发展是较好选择兴边富民行动与西部大开发战略的实施一样,解决边境地区诸多发展矛盾的关键,在于加快发展中小企业。
