2001年1月1日,一部引人瞩目的地方性法规《中关村科技园区条例》在众多经营者的企盼中正式出台。 被誉为“中国硅谷”的中关村,雄集了全国最高水平的科技力量。在未来的经济全球化竞争中,无疑将是我国最具实力的排头兵与生力军。在它的身上,应该说是寄托着民族经济振兴的希望。 然而,就在中关村那一座座气势非凡的办公大厦后面,不知有多少高科技企业的经营者每日都为了产权、融资、税收、贷款、人才流失及进出口关卡等等一系列与体制、政策相关的问题,陷入深深的困扰之中,无法全力以赴地筹划企业的发展,更难放手投入科研事业。 政策与法规是企业生存发展必不可少的制度环境,对于高新技术产业,就更需要不断有新的政策法规来扶持与规范。政府是政策法规等公共物品的当然供给者,又对维护市场秩序、扶持企业发展有着义不容辞的义务和责任。中关村条例的出台,正是北京市政府与中关村科技园区管委会为了适应高新技术产业的发展所做的一件实事,它立刻受到了广大经营者的拥护与欢迎。 中关村条例的出台,仅是地方政府在转变职能、加强服务方面迈出的第一步。一个新兴产业,从它生长发育到飞速发展,需要制度环境的不断完善,不但要为其发展扫除障碍,还要为其成长提供服务。条例并不能一步?

Policies and regulations are the institutional environment essential for the survival and development of enterprises. For high-tech industries, there is a need for more and more new policies and regulations to support and regulate them. The government is a natural supplier of public goods such as policies and regulations. It also has an obligation and responsibility to safeguard the market order and support the development of the enterprise. The introduction of the Zhongguancun Regulation is exactly what the Beijing Municipal Government and the Zhongguancun Science and Technology Parks Administrative Committee have made in order to adapt to the development of high-tech industries. It immediately won the support and welcome of the majority of operators. The introduction of the Zhongguancun Ordinance is only the first step taken by local governments in changing their functions and strengthening their services. A new industry, from its growth and development to rapid development, requires continuous improvement of the institutional environment, not only to remove obstacles for its development, but also to provide services for its growth.
