在1987年7月召开的全国教育科学规划会议上,电大教育质量和投资效益评估作为子课题被列入七·五国家级重点科研项目“以电子信息技术为主要教学手段的远距离教育研究”,接受国家社会科学基金会资助。课题于1989年4月开题,组成了由中央电大主持,湖北、武汉、湖南、北京、天津、甘肃、上海,江苏、四川、河南等省市电大参与工作的电大教育评估方案设计规划小组。在反复调查研究、分析论证的基础上,先后举行了3次评估方案设计规划工作会议,制定了评估方案,主要包括评估(统计)指标体系,评估数学模型,普查方案的抽样调查方案,以及38种统计调查表格等。1990年4月至12月,在
