国有国法,党有党章。宪法是治国理政的根本大法,党章是管党治党的最高规则。十八届六中全会进一步强调:新形势下加强和规范党内政治生活,必须以党章为根本遵循;党内监督的任务是确保党章党规党纪在全党有效执行。如何确保更有效、更主动、更自觉地学习遵守维护党章,进一步深入推进全面从严治党,强化党执政根基,这是摆在各级党组织和全体党员面前的重大课题和紧迫任务。在多视角充分调查研究并认真分析湖北省党员学习遵守维护党章现状的基础上,有针对性地探索可供选择的路径,初步提出了一些可供参考的政策建议。
State-owned country law, the party has a party constitution. The constitution is the fundamental law of governing the country and the party rules and regulations are the highest rules governing the party. The 6th Plenary Session of the 18th CPC Central Committee further emphasized: To strengthen and standardize the inner-party political life under the new situation, we must follow the party constitution as the fundamental task. The task of inner-party supervision is to ensure effective implementation of party rules and party rules throughout the Party. How to ensure a more effective, pro-active and conscientious study of complying with and maintaining the party constitution and further deepening the conduct of the party in an all-round and strict manner and of strengthening the party’s foundation for governing is a major issue and an urgent task for the party organizations and all party members at all levels. Based on a thorough investigation and study from multiple perspectives and a careful analysis of the party members’ compliance with the status quo in safeguarding the party constitution in Hubei Province, this paper explores the available routes in a targeted manner and initially proposes some policy suggestions for reference.
