Neural tube defects (NTDs) occur in all parts of the world with an average incidence of about 1 ‰ [1], which is the most devastating and most prevalent birth defect in the world. Because of their heavy social burden [2], governments of all countries have been devoting themselves to the intervention of NTDs since the last century.
