哈尔滨冰雪节是我国最早出现的几个区域性节日之一,又是我国历史上第一个以冰雪活动为内容组织的冬令节。它对带动中国冰雪文化的发展、丰富世界冰雪文化的宝库,无疑起了举足轻重的作用。 一、冰雪节诞生的背景 哈尔滨冰雪节的设想产生于1983年10月,方案最终实施是1985年1月5日。 八十年代初期,哈尔滨市人民在党的十一届三中全会精神指引下,将“对外开放、对内搞活经济”的政策具体化。由于农村推行经济承包责任制和企业强调责权利结合,工农业生产得到发展,人民的经济生活水平逐步提高,政治生活更加安定。
Harbin Ice and Snow Festival is one of the earliest regional festivals in our country and the first winter festival in China’s history to organize ice and snow activities. It undoubtedly played a decisive role in driving the development of China’s ice and snow culture and enriching the treasure house of the world’s ice and snow culture. First, the birth of ice and snow festival background Harbin Ice and Snow Festival was produced in October 1983, the final implementation of the program is January 5, 1985. In the early 1980s, under the guidance of the spirit of the Third Plenary Session of the 11th Central Committee of the Communist Party of China, the people of Harbin City embodies the policy of “opening up to the outside world and invigorating the internal economy.” Due to the implementation of the economic contract responsibility system in rural areas and the emphasis on responsibilities and rights by enterprises, the industrial and agricultural production has been developed, the people’s economic living standards have been gradually raised and their political life has become more stable.
