国家开放大学与各地电大在业务上是领导与被领导的关系。地方电大在专业设置、课程考核、学习过程监管以及教材的选定等,都受制于国家开放大学,办学形式不够灵活,无法满足学习者的个性化学习。因此,未来的开放教育要赋予地方电大办学实体角色,无论是专业设置,还是课程调整,抑或是教材的选定,以及实践课的设计,都要以学习者为中心,满足学习者的个性化学习需求。
National Open University and local TV stations are leading and being led in business.
